[DCAD] Inputs into the Global Digital Compact Survey on thematic areas--Comment due on April 27

Dear DCAD Members
As we wrote to you in February and then in subsequent emails about the work of
the Dynamic Coalitions Coordinating Group, where DCAD is an active member. The
Dynamic Coalitions were putting together a joint response to the Tech Envoy on
the survey they put out in December 2022 commenting on the proposed 7 Thematic
areas for the Global Digital Compact and those where they would be submitting an
input setting out a) core principles; and b) stakeholder commitments, for
inclusion in the DC's collective submission to the Tech Envoy?
The goal at that point was to prepare a joint submission where each DC would
submit comments to be in the joint submission. We submitted our comments back
in late February to the DCCG volunteer preparing the document. However, we found
out this week that the DCCG's plans had changed since not enough DC's had
submitted comments, and so the DCCG just did a short submission that took into
account the overall consensus and what topics the DC's would be speaking about.
DCAD had indicated that we would be submitting points on two areas, plus a
separate thematic area that we felt was left out.
Since the DCCG is not submitting any of the DC's comments as part of the DCCG's
collective response, they asked all DC's to submit their reports individually
before the April 30th deadline. To make sure Dr. Shabbir and I capture all your
comments, please send them to us by ***Thursday, April 27 on these topics.***
I have attached what we had submitted to the DCCG as our submission for an
additional thematic area.
What I do need to hear from you is what other areas do you want to focus on. In
the DCCG notes, we said we would focus on connecting all people to the Internet
and also possibly Protecting Data. Please let us know what comments you have in
these areas or in other areas.
For each area, we ask that you submit your views and inputs, organized along the
following two aspects:
a) Core principles that all governments, companies, civil society organisations
and other stakeholders should adhere to
b) Key commitments, pledges, or actions that in your view should be taken by
different stakeholders – governments, private sector, civil society, etc. - in
order to realize the above-mentioned principles (please be as specific and
action-oriented as possible.)
There are seven areas of the Global Digital Compact mentioned in the
Secretary-General’s Common Agenda on which you are invited to submit inputs. In
addition, if there are any additional areas that you feel should also be
included in the Global Compact, please submit them under the category of “Other
Areas” below.
For each area, we ask that you submit your views and inputs, organized along the
following two aspects:
a) Core principles that all governments, companies, civil society organisations
and other stakeholders should adhere to
b) Key commitments, pledges, or actions that in your view should be taken by
different stakeholders – governments, private sector, civil society, etc. - in
order to realize the above-mentioned principles (please be as specific and
action-oriented as possible.)

1. Connect all people to the internet, including all schools
2. Avoid internet fragmentation
3. Protect data
4. Apply human rights online
5. Accountability for discrimination and misleading content
6. Regulation of artificial intelligence
7. Digital commons as a global public good
8. Other areas
Looking forward to hearing from you before April 27 on your thoughts, comments
and suggestions. I do not yet have the transcript from that call yet, but when
I get it I will send it out. Both Dr. Shabbir and I were on the call. I do have
the AI transcript that has not been corrected, but we were using that just for
our reference during the call.
