[DCAD] Updated List of Disability-Focused Workshops at IGF 2024

Good day everyone
I think this two (2) topics should be included for accessibility. For the
cybersecurity area, I can facilitate that segment and also work on the
empowerment of civil society and bridging gaps in policy influence.
