[DCAD] DCAD list moderation backlog

Messages sent to this list by non-subscribers are held for moderation, and
I get an email notification.

Unfortunately, probably because of some that are spam, notices to me of
such have been going to "SPAM' in my gmail and I haven't been seeing them.
This is also true of direct applications to subscribe to the list rather
than use the join form <https://igf-dcad.org/join/>.

I have rectified this, and will go through the queue. Please do not be
surprised or confused if you see a few well out of date DCAD messages in
the next hour or so.
